The Developments of
Petroleum Hub and Oil Refinery

at Pulau Kerengga, Marang, Terengganu

The development criteria are as follows:

1. The initial parcel of land is about 5,000 acres (inland) by the State Government. This size is ample with flexibility for expansion by landfilling to the sea front not less then 7KM, either gradually or rapidly.


2. Planning For Bulk Storage Terminal and Pipeline:
   • To plan for 3,000,000 cbm of bulk storage for Export Crude Oil.
   • To plan for 500,000 cbm of tank storage for various refined products.
   • To plan for 250,000 mt of LNG Storage & Terminal.
   • Complete with pipeline for loading and discharging.



3. The Refinery configuration:
   The purpose of Refinery is to process the different feed such as Gas condensate, crude oil, heavy naphtha, etc. In order to produce valuable commercial products such as light naphtha, gas oil, fuel oil etc. This Refinery will be designed to process 200,000 BPD up to 300,000 BPD of different feed at normal operating condition.

   The Refinery includes the following main Process Units:
   • Condensate Splitter Unit & Gas Cracking Units;
   • Distillation Units (DU);
   • Finishing Unit (FU);
   • Utilities Unit (UU);
   • Waste Oil treatment distillate and cracking system;
   • Water treatment facilities;


4. Raw feedstocks for the refinery:
   • Light Crude Oil (LCO) source from Middle-East country;
   • Waste Residue Oil (RO) source from local refineries and imports;
   • By Products from imports;


5. The facilities will produce the following products under “EURO-5” Specifications:
   • Liquid Petroleum Gas (LPG);
   • Light Naphta/Butane;
   • Gasoline;
   • Jet-Fuel A-1;
   • Gas Oil/Diesel;
   • Light Fuel Oil;


6. Others Development:
   • Power Plant (WTE) for refinery & Petroleum Hub;
   • LPG Bottling Plant;
   • Clean Water Treatment Plant;
   • Sanitary Landfill and Waste Eco Park;
